The majority of modding resources for the CK are centered around Skyrim, and most of it will carry over to FO4 anyway. If you need some resources, try looking up some Skyrim nifskope tutorials. I guess what I'm trying to say is, modding is powerful in this game, but it's not necessarily easy.

I've never used nifskope myself, so I can't say for sure, but it's probably possible to make models in dedicated programs like 3ds MAX or Blender and import them.
